Given the situation, I would like to confirm the following information: 1.You mentioned that you have reinstalled Office 2016 for Mac. Have you followed to ensure there is no any Office cache retained on your Mac? 2.Please check if your HD Graphics driver is the latest version. If not, please update it. 3.Does the issue occur for a moment or for a long time when you are using Office client, especially PowerPoint? 4.Please share the screenshots of your current Mac OS (About Mac) and your PowerPoint version (PowerPoint in the Toolbar About PowerPoint) with us.

I formatted the disk and installed Mac Mojave and Office. 2.Please check if your HD Graphics driver is the latest version. If not, please update it. It's a Mac so the drivers are installed and managed by the OS.

I'm not sure if formatting Mac will remove all folder mentioned. If it's convenient for you, you check if there are duplicated items or folders in the same local disk. Moreover, I would suggest you try to ensure it is not caused.
